Most likely not in a worker-customer relationship. If he makes a move on her and she dislikes it, it could be an instant harassment case (you'd be surprised how many of these are filed for idiot reasons) and he wouldn't get to see her. He'd also lose a job and reccomendation possibly.
It's her move or no move, unless he's dense and willing to take the harassment case chance. There are a lot of great guys out there who are a little shy about breaking the ice themselves. Not everyone is cowardly when it comes to calling someone who'se blatantly made the first move.
