Ask her to dinner if she accepts then show up with flowers...and show her a very nice & romantic evening...Make it a really nice restaurant where she (and you) have to dress up....

Why, Sera, are you looking at the language of flowers?
Red roses stand for passionate love; they are the classic flower of romance for a reason, but also imply a great level of emotional devotion. Other than their cost, that's the only reason I can think of that Sera would have said so. |

Well, if you are this girl's best friend, you guys probably have history, and a little inside joke or something special between just you two. Use that.
For example, my girl friend and I had this fortune cookie thing. I ordered custom fortune cookies that said "Will you go out with me?". Cliche, yes. Memorable, yes. Appreciated, yes. Successful, yes. |

Just ask. I don't think you have to worry about doing anything too amazing, there will be time for that later. And unless you are 99.999% positive that she is going to say yes, doing anything too elaborate will make her feel awkward since there's a lot of pressure not to say no. Just asking her sweetly to go out with you sometime should suffice. Giving her a single flower could be nice.
