I had a girlfriend that did the same thing. She would touch me just enough to get me in the mood, and once I started to please her, she would just kind of 'sit back and enjoy the ride'. It got to a point to where I would simply stop showing her the attention if I wasn't shown any in return. Eventually she figured out that it was a give-and-take agreement.
