Will you give us some added details and clarification?
Reading between the lines it appears that the two of you live some distance apart, is this correct? How old are the two of you? How do you know each other? Have you kept in contact with each other by letter, E-mail, or phone at other times during the years?
What will bring you together in a couple of months? Will you travel to where she lives or vice versa? Or, do you live in the same area but go to different schools, etc.?
> so if i tell her i have liked (loved) since i met her four years ago - well what would think of that ? a persuting maniac or devoting ?
I think it is fair to tell her that that you are "in like" with her and want to know her better. I would not use the word "love" because in order to love and be in love, you have to have established a relationship in which fondness, warm feelings, and deep affection have had time to develop. What you think of love at this point is probably infatuation.
Why are you waiting for the weather to warm up before going out together? People go on dates all year long and if you live in Canada or Alaska or some other fairly cold clime, the temperature would not hold a couple back. If you want to date the girl, date her! Invite her to a movie and out to eat. The meal need not be extravagant, you can go to a cafe and have a milkshake or hamburgers, or something more substantial. The food doesn't matter, it's all about the connection.
Put on your thinking cap and get creative, then extend an invitation sooner than two months if you can.

Life without dancing?
I don't think so......
The feet may learn the steps;
yet only the spirit can dance!
Dancing is the fastest way to get
a girl alone and into your arms in public.
The Tango smolders and burns. It ignites the
heart, the soul, and yes, the libido.
Life is not about waiting for the storm to pass,
it's about learning how to Dance in the Rain!
Dance as if nobody is watching.
