Im 16 and im very confused!! Im a late developer as im smaller than most my mates. But i just wanted to know, when people say there penis is 5 inches etc.. do they mean 5 inches when erect or not?

Herbie, 6 1/2" is perfectly respectable. Don't believe everything you see in porn. I've seen quite a few dicks in my time, and there are quite a few more 6" than 10". As long as what you have works, be happy.

Im about 3-4 flaccid and then varies from 5.9-6.4 errect.

flaccid length doesn't really mean or prove anything.
some guys are 5 inches flaccid and grow to 6 inches...not much.
other guys can be only 2-3 inches flaccid and double or triple to 6 inches...big change!
all guys are different, but yeah when guys "quote" a certain length its their erect length.
