How far does the penis have to be in the vagina to be exposed to the risk of pregnancy? Is it safe for it to be around the clit and opening without actually going inside the hole?

The entire female "crack" that runs from the mons venus back to the anus is warm damp and very supportive of sperm motility. No penetration into the vagina is required for pregnancy. Any ejaculate along that access will provide millions of sperm with one purpose - finding an egg.

If both have their pants off, there should be a codnom on the penis -and spermicide in the vagina.

I frequently answer this question using this analogy: think of handling the penis as you would a game of Russian Roulette only instead of a six shooter with one round in the cylinder, you have what amounts to a fully loaded cannon.

Anytime it is pointed in the general direction of a woman's vulva, there is a chance for a pregnancy. This can happen from sperm being in precum and the liquid coming into contact with her "pieces parts", or, from an unintentional firing, etc. The penis does not have to be inside the vagina to make a person pregnant, only the sperm and they can swim from the outside in just as well as from inside the entrance. If semen runs down her skin and inside the vaginal opening, that is all that is required. So, as is often said when referring to a gun: "watch where you are pointing that...."
