I'm 13 years old and when I masturbate I only get pre-cum. A little bit of clear semen comes out and by little I mean like a couple drops. I masturbate for awhile and then even though I am fully erect, I get sexually bored and don't feel the want to masturbate and then soon enough it deflates.
Why can't I reach this orgasm? Is it because of my age? Is it because I'm possibly not rubbing actively? What's the deal here?
Also I have a downwards erection, with an erection facing about 30-60 degrees downwards, is this frowned upon/abnormal?

The amount of precum fluid that appears on the end of the penis varies from person to person and from episode to episode; however, the amount is never more than the smearing of a few drops. The fluid is present in order to cleanse the urethra and to add some initial lubrication.

The average boy begins his journey into adulthood around the age of eleven with the enlargement of his scrotum and testicles. A boy's full maturity typically doesn't happen until sometime in his twenty first year. Puberty can occur anywhere from there to about age fifteen; typically being between twelve and fourteen. It may be that you are not quite thru puberty in which case I'd give yourself a few more months before becoming concerned.
As for triggering an orgasm, it only takes a couple of times for a boy to figure out what works, when, in order to build arousal and eventually trigger that first explosive expulsion of semen! As a person becomes aroused, his body will begin to perspire, breathing will change and become alternately quick to halting. You may find that your toes will curl--or, not. You may find that your torso becomes rigid, that your penis feels like it will burst, that it becomes sensitive to the touch--and, that there is an overwhelming drive to continue stroking the shaft and or to stimulate various hot spots and not stop--going ever faster until the end.
If you have not yet matured to this level of development, do not become concerned. Understand that maturity and a person's rate of development begin and end at different times. You cannot judge your progress from what has been happening to your friends. Each of us is somewhat different regarding this timeline.

Has a friend suggested that this is not good? Truth be told, penises come in a variety of lengths, circumferences, and, angles. Some are straight and level, others have a slight list to the left, or, right; some bend upward, others downward. All are normal except for a slight few that exhibit a sharp right angle bend.
Had I to venture a guess about not being able to ejaculate, it is that you are not quite ready. There should come a moment when you have an overwhelming need to play with your penis and then discover that this drive is moving you on and on and that you find it almost impossible to stop stimulating yourself. This is different than just wanting to stroke your penis because doing so feels good. When you experience this compulsion, it not only does feel good, these sensations keep building and feeling better and better, stronger and stronger from one moment to the next.
