I would guess from what you said that she enjoys more pressure for stimulation. When you rub up and down her with your clothes on there is a good amount of friction which feels good. I personally like oral sex, but gentle licking and sucking will not get me "there", however if my husband uses more pressure with his tongue it feels better. I myself have never had an orgasm from clit stimulation alone. I enjoy it and it feels really good, but just doesn't get me there.
Maybe try fingering her and licking her clit, or just try using more pressure with your tongue. If you ask her what she likes, she could show you and take some of the guess work away. If she doesn't know, just spend some time experimenting.
