I've been masturbating for quite a while now, and I've noticed that no matter how long I try, I don't get turned on if I stimulate my breasts, as opposed to clit stimulation. I'm wondering if this is similar to how you don't feel anything if you tickle yourself.

No trick to it. Some of us get very aroused through breast stimulation by self or partner; some, do not. Some of us find self-arousal helps and some react favorably to partner's playing. There is nothing right or wrong about whether or not breast play does it for you.
