You're pretty close demonbuttercup. When a guy is turned on, blood does, indeed, flow into the penis and testicles causing erection/arousal. If the guy ejaculates, the blood leaves the organ much faster than if there is no ejaculation. The "pressure" can be quite painful, but not dangerous. Masterbation will relieve that pain sooner, but it will eventually go away by itself.

This does not mean that the guy is walking the streets with a perpetual hard-on. Only that the blood pressure in the region is still quite high causing discomfort.

As ?wiseman? already stated, when a guy is turned on, blood flows into the penis and testicals.  The longer the guy stays aroused, the longer the blood stays there.  When the guy is first turned on, the area is a red-ish/pink-ish color because the blood still has plenty of oxygen.  However, the longer the guy is aroused, the more oxygen is taken from the blood.  Whenever the oxygen is taken from blood, it begins to turn blue.

So the blue is actually from the blood that is entering the area itself, not the acutal balls.

It's not harmful, but it can cause some aching down there.
