Please help possible gental warts??

I have these bumps at the base of my penis on the top side. I thought it maybe was fom shaving but thy haven went away. They don't look like zits so I'm worried that they are genital warts. I have had warts on my hands and have a small one still on my palm. Not the big looking wart but the kinda that sEems to be in ur skin. I've wondered a bit if my wife was cheatIng and if it's genital warts then I guess I got my answer the hard way.... So I need to knowncould it be regular warts that somehow spread o there or is it HPV

It could be a number of things, including the results of shaving, tiny, infected hair follicles or simply small pimples. If you want to rule out genital warts, go to your doctor or a local STD clinic.
