Is it really on your vagina or your labia? If you aren't sure see if you can find a diagram online to help you decide. Did you shave? That would be my first guess, an ingrown hair. I filled-in at an STD clinic for a few weeks and saw one case of herpes, lots of warts, and tons of ingrown hairs.

I would say first; there are normally bumps which are tiny. If near the clitoris, are you washing well? If they do not appear normal be certain to visit a gyn doc for a check up. If you are not sexually active; I would not be concerned about Herpes.

The external genitalia is the vulva and the internal part is the vagina which begins at the vaginal opening.

Try a different soap, maybe a slight allergic reaction to the soap you are using. Also stop, if you are, using a dryer sheet with your panties. Did you recently change laundry detergent, use an extra rinse cycle.
And great that you wash, down there, make sure you rinse well as well. Our bodies are unique. Think and see if you can think of anything that you changed around the time you first started to notice the bumps. Are they always there or do they come and go. Your doctor may be a better person to ask then us....
