You have given too little information to really respond. Yes, this is common in pregnant women. If there is a possibility of being pregnant, that needs to be considered. Does this happen every month or is this a new event? Are you on a hormone (pill, shot, whatever)? Two weeks before your period you are approaching ovulation. Some women have some symptoms at this time. Sometimes internally, sometimes with the breasts. Some women have naturally tender nipples and others do not.
With the little you have given us, I can only recommend that you protect them from irritation. Your bra should have lined seams and should fit well. You should wear a bra, perhaps lightly padded, to prevent clothing from rubbing and irritating your nipples.
Normal? Not abnormal.
