a. Masturbating b. Making out c. Intercourse I will assume for this discussion that you mean masturbation and the answer is that it depends upon when a boy enters puberty. It might be as early as 12 or as late as 16. More often than not it is around 13.5--14.5 or so. There are a lot of variables to the process so don't expect things to change on or by a certain date. Just take a look at boys around you. Some will be taller, huskier, lankier, and some will be less developed than you. It is not unusual for a 14 y/o boy to look fairly grown up while a classmate looks like a 10 y/o.
