vasectomy questions

i am a male at the age of 18. i have thought about this for as long as i can remember. i dont want kids. and thats not the reason i am posting.. i have talked this over with some friends.. and they are most certain that you have to be over the age of 25 to get this procedure done. if someone could clear that up for me, that would be great. i have done some research on this and these are some topics that made me wonder..

As a female with the same point of view on never having/wanting kids, I have run into this argument a lot.
General thinking is that you will change your mind later on.
Anyway,
Mentally competent adults can legally choose sterilization in all 50 states, but if you get it federally funded (Planned Parenthood, Public Health Dept.), you have to wait until you're 21.
