There is always sperm present in the male rgenito-urinary system. Any liquid, including urine, that comes out of the penis usually has some sperm in it.

The best of contraceptives only reduce the likelihood of pregnancy. Nothing except abstinence eliminates that possibility. Panties are not an efective barrier and if they become wet with fluids from the penis, there is a possibility.
