Although there could be another reason, there most likely are two scenarios a play with this playfulness. The first is the path to Nirvana. I personally do not ejaculate during oral sex either. I enjoy it but i have never ejaculated during it. It is normal for me and it actually works because my wife will NOT allow me to ejaculate in her mouth. Its not uncommon (that i know of).

Nothing to "fix" - if he doesn't orgasm from oral, then he doesn't orgasm from oral - no big deal. Just how he is. It isn't like there's nothing else you can do.
