A fertile woman can get pregnant on any day of the month. The odds are less during her period, but the risk remains. Younger women with less regular periods are even more at risk.
This is not a recommended form of contraception for anyone who cannot risk a pregnancy.
With regard to your second question, a woman's hormones are highly active during her period and many women (especially once they are over the dis-comfort) are highly sexually charged during this time.
