The doctor was putting you off. Sperm count is a relatively straight forward test during which you jackoff into a cup and, within a stated, short period of time, you semen is dyed and placed under a microscope. The slide used has a grid and the number of sperm in each grid gives an estimate of the number of sperm per decilitre. A "specialist" looks at this number and judges it to be in the normal range or high or high or low. If low, pregnancy is sometimes more difficult but not out of the question.
This is usually done only when fertility is questioned or, after vasectomy, to be certain the man is firing squibs.
Here in the UK, urologists are available with a wait. My understanding in the States is that you have too many specialists (we call them consultants) and too few primary care doctors. Like the one who kissed you off.
