Vaginal sex is as close as a man and a woman can get to each other. The fact both partners are getting sexual pleasure puts it over the top. In my opinion oral is in line with anal and mutual masturbation. They are acts that are exciting, but don't necessarily offer both partners the same level of pleasure.
