This is an issue with people's working definitions of the word 'sex'. Most, when they think the word 'sex', think actual intercourse. Most would also consider intercourse one of the expected benefits. In reality, hand jobs, blow jobs, oral, are all sexual acts and therefore fit under the column of 'sex' when taken in its broader sense.
My guess is, he'll get tired of going home with 'blue balls' soon enough and want more from her. Or else, if they continue this way, in the heat of the moment sometime, she'll be so incredibly turned on that she has a two-minute change of heart about 'her Vcard', and badda bing badda boom.
