Some women are very stimulated by breast play. I regularly come close to orgasm. Some few women can reach orgasm, occasionally, through breast play. Many women find it a big nothing or, even, distracting. That is just the way it is. I do find that women are generally better (my experience) at breast than are men. I attribute this to our greater ability to read another woman's response and adjusting accordingly.
