Intercourse is more intimate because it plays directly to the psyches and emotions.
For the most intense climaxes, then it is hard to beat the h/j & b/j dynamic duo.
Foreplay and intercourse are both intimate activities. If you equate intimacy with a connection to the psyche then this is more "intimate". If as a couple you have not reached this stage of your relationship then oral is the most intimate for the time being.
