This might be the case, although if the the foreskin will retract when flaccid the frenulum should have enough length when the penis is erect.

A little dab on the glans will give the glans the ability to wiggle around inside the condom thus providing more sensation due to having more friction.

Q: I have read elsewhere that steroids can be applied to stretch the skin, and this is a better solution to try before getting circumcised. I really, really, REALLY want to avoid circumcision.

Any other ideas / comments? Brandeye seemed to suggest it can be fixed in 5 minutes by a urologist, but did not indicate what the procedure would be.

The doctor can give the front of the foreskin a quick little nick with a scalpel giving the front of the foreskin the ability to expand over the glans when erect. Add a little topical anesthetic and...wa la, you're problem is solved! and you get to keep your foreskin.
It is not uncommon for the front of some foreskins to be smaller than the diameter of the glans. This is particularly true if the foreskin has a straw-like extension out in front. So, talk to your personal doctor about this and see what can be done. Pain should be minimal, like stubbing your toe or having a sliver removed. NBD.
