It depends on the man. Some men's scrotums are so sensitive that touching them, or touching in a certain way, is unpleasant. Some enjoy scrotal stimulation before orgasm, but not after. Others enjoy scrotal stimulation of any type any time.
The same goes with the glans or "head" of the penis. Some men enjoy direct stimulation of the glans others find it unbearable.
You have to get to know your partner. And a person's prefernces can change over time.
