There are plenty of posts that suggest yes if there is a bare penis in a vagina ( whether or not you moved it or came.. or if it was just for a sec) there is risk of pregnancy. Pre-cum can contain sperm.
I think Plan B is most effective w/in 72 hrs of the "incident" being the quicker the better chance of it working... if this was last week.. then the window of opportunity for Plan B has passed.
Only thing now is to wait it out for her period... or wait a bit and take a pregnancy test.
