You'd get a different answer to that from each gay guy you asked, I think. If you're a bottom you'd probably like the guy to top you. Or if you're a top the other way around. It's dangerous to generalize but I've found most gay guys like to take the active role in oral rather than passive . . . . they'd rather go down on the guy. Doesn't mean they don't appreciate reciprocation, though!
It's very much to each guy's personal taste.
