Genuinely small penis's are rare, that's partly based on my own limited observations lol and general studies I've come across, dancingdoc probably is more clued in than me on that.
But having a small penis is a handicap sexually, and its not somehowdown to women being shallow that its an issue. The one time I had sex with a guy that was small it was very unsatisfying firstly because of lack of sensation, secondly down to the mechanics and how he struggled to actually keep his penis inside, and thirdly in his whole attitude that it resulted in him having.
So yeah small penis a guy can compensate for it, but he has to realise first that its a handicap sexually.
