The human male is a sperm machine. Spermatogenisis begins at puberty and continues for most or all of remaining life. There can always be sperm present in the male genito-urinary system. It is commonly found in urinalysis. Especially during sexual arousal it should be assumed that sperm are present in the urethra swimming on their own. And sperm can be present minutes after urinating.

You will read those posts that show that sperm is not present in what you call pre-cum. Theoretically, that is correct. A woman does not get theoretically pregnant. Any time you both have your pants off, there should be a condom on the male and spermicide in the vagina.
