Penis size varies a lot throughout the day. When erect it is whatever size it grew to. When flaccid, it can be quite tiny (the result of cold air or water) to not so tiny, to some partially erect length. Each person's size extremes vary by genetics. A normally tiny penis will grow considerably when becoming erect. On the flip-side, a person whose normal flaccid size is not much smaller than when it is erect doesn't have much happen except for a change in hardness.
Typically when a guy is in the presence of a lover, the "chemistry" and pheromones flying between them will make an erect penis feel like it will burst. This has to do with becoming more aroused than when home alone.
