If they are properly treated that should be the end of the genital warts...if you are seeing re-growth there is something wrong & should see the doc ASAP.
You can try going to your local STD clinic or look up your County's Department of Health. Why are you having an outbreak now? I believe they may have been present prior yet not noticed. Additionally you have to have Herpes Type 2 ruled out. You may see what you think is a wart & it could be a herpes lesion. NO SEX WITHOUT A CONDOM AGAIN.

no sex until you are fully treated & cleared to resume activity.
This is not something you can just let go...you will have issues with this & pass it on to other partners. I am not certain what Planned Parenthood will do for you since I am not certain if you are a male or a female. If a female you can try them. They can refer you accordingly. I highly suggest you get some health insurance fast.
