There is a point to be made there. If the result of incest is a child born with sever mental and physical deformations then you could say that the child is the victim. From that point of view you could make an argument that the government should outlaw heterosexual vaginal sex between close family members. However in this day and age, there are lots of different forms of concretion that are very effective.
