Plan B contains .73 mg of Levonorgesterol. This is not a regular contraceptive pill; it is a morning after pill - emergency contraception. I would doubt that she would be taking these regularly and, if she is, she has her system all messed up.
The pharma standard is that any oral medications expire within a year. Some medications do begin to lose effect within that time frame and some do not. If they are kept in a medicine cabinet in a normally moist bathroom, they are more likely to have lost effectiveness than if they were, for example, in a cool, dry environment.
The problem here is not the possibly expired pills; it is taking the wrong medication. Plan B is simply not intended as a daily medication. It is emergency contraception. Either she is confused or you are and you will get a better answer if you ask an accurate question.
She is in a tougher situation than you right now because, either way, her system is messed up - either with pregnancy or an overdose of synthetic progesterone.
