Each state can recognize anything they wish without Federal regs since each is bound by it's one charter per state. The few exceptions are the "Commonwealth states--4 PA, KY, MA, VA".
Granting full marriage rights by the feds will have to take all states saying yes v. no and the Supreme's will still overturn this right until dooms day.
The state which chooses to do so, say okay, may be subject to restricted federal Funding. Heck, NY is Democratic...big lobby power pro gay marriage. It's a move in the direction of equitable treatment for all; I put a post up about this before and was surprised to see tonight the current Governor approved it. He will get his way for other reasons--his backers in NYC & in Albany and the fall of the previous Gov. Spitzer. His political alliances are strong although he admitted to wrong doing before he began post Spitzner...but recall who E. Spitzner took down years ago as AG...they came back to haunt him and back the current Gov.
Would not surprise me in the least if prior to Patterson going out of office NY recognizes & allows gay marriages. The major political players behind the state are Bruno, Silver, Bloomberg.
