Women make a fuss over breast size because it affects your body build, ie it affects what type of clothes you can wear your cleavage, whether you can pull off a two piece bikini. Boob size for women often doesn't have any sexual connection.
Anywho as for penis size I'm going to risk appearing shallow here and say it is a factor for me. If a guys inside me fully and I don't fell the sensation of being penetrated deeply well it doesn't do it for me. That's not to say I'm a fan of huge cocks and having my cervix pounded, often sex with big men can be quite awkward and involved.
I have gone to be with one guy only to be really dissapointed by his penis size and I've gone to bed with guys only to get a bit of a scare
