I can't add too much to what DVD said. The only other resource for help I might suggest is a local Gay Helpline or Center. They have all the resources available for your area as well as trained staff to deal with such issues.

As for her attitude so far, neither she nor the step-father have a choice. If he's gay, he's gay. You are very right in repeatedly telling her (or them) that they need to deal with their issues or they could have one of the all too common gay teen suicides on their hands.

Came back to add... You might also emphasize that there is nothing wrong with being gay and there is nothing he could do as a straight man that he can't as a gay man (self-worth/happiness-wise). He can still have a wonderful life with a loving partner, good job, and even children if he desires.
