Uh, yes, it is possible.
An ejaculation and an orgasm are two separate events that in 99% (or so) of cases occur at the same time or within a fraction of a second of each other.
It is possible to experience an orgasm without ejaculating. It is possible to experience ejaculation without an accompanying orgasm. Rare; not impossible.

The answer is yes as far as I'm concerned. As good as an orgasm is, it is better when spurned on by the moving flow of semen.
Guys can also have and enjoy multiple orgasms yet when his "well" has run dry for the day, it is sometimes possible to have a "dry orgasm".
It has also been known to happen when the stimulation of the penis is not quite what is usually required and when this happens the two events become out of sync. and an ejaculation will occur yet an orgasm will not or if it does, then slightly behind the triggering of the ejaculation.
