I use a Philips "Bodygroom 500" electric razor. It's designed for male grooming all over, including the genital area too. I have nicked myself just once or twice with it (due to holding the blade at the wrong angle), but overall it's comfortable and safe to use and feels great.
It has a comb that you put over the foil (blades) to trim hair - trim it first, then take the comb off and shave.
I try to avoid shaving in the bath or shower, I find that your scrotum becomes loose and the skin rolls up - making shaving difficult. If your scrotum is cool, your skin should be tighter enabling you to get a good surface to shave.
Basically you should sit on the edge of the bathtub and put your palm (opposite to the one you shave with) I'm lefthanded so I use my right hand. Cup your balls gently in the palm and draw them up gently. This presents a nice smooth rounded area to shave (less terrain means less nicks with the blade) also this presents the area you asked about (between the anus and balls - the Perenium) for a good shave too. Be careful when shaving the Perenium though as you can catch the little ridge in the centre. That's the main area to pay special care to.
The penis itself isn't that hairy, the root of the underside can be, but you can just lift your penis up towards your stomach to flatten the area for a better shave.
Origionally I opted to shave my balls and cock but leave a bit of pubic hair above (though trimmed). Then I just went completely bald and I much prefer it, as does my wife!
With the Bodygroom, you get a good close shave and really just need a touch up every three or so days.
