More than likely, he's not cut and yes you will be able to tell right away if he is or isn't. The foreskin covers the head of the penis at least part of the way if he isn't cut.
And I've only ever been with someone who is uncut so I can't tell you if the sex is better or not. I will say I've greatly enjoyed him.
I will also say that I've read articles and whatnot from women who say that being with someone who is uncut is more pleasurable to them.
