I think on some levels, at least in my case, there's a sort of teasing element to simply watching each other masturbate, that's both aggravating and exciting. Keeping our hands off each other for just a few moments makes me want to touch my girlfriend even more, and it's just a thrill that makes for a nice little addition to other forms of foreplay and fun.
But I have to agree, mutual touching and foreplay, much better. It's just a little spice that makes life (in the bedroom) so damn interesting.
