I've had the same experience when I was 14 ... I went on sort of a camp with all guys my age then. We had to shower all together and that was the first time I had seen boys my own age naked. I had till then never thought much of the fact that I hadn't developed yet.
Quite a shock when I saw al those developing bodies and bigger penises. The next years I did develop but still believed I was not as big as the other guys. Untill I overcame my shyness to shower last year and it seemed that I was even better developed than a lot of the other boys.
So if you're not a fast grower ... give it a bit of time. You'll catch up *
