I'd have to say that it's not totally one-sided, she's giving you a hand job, right? You might see if she's willing to consider adding a little mouth to the hand job... whatever she's comfortable with: a little kiss, etc. - not exactly taking it fully in her mouth, but providing some additional stimulation.
Second alternative: stop doing it to her. I'm not suggesting anything mean. Why not expand the agreement you have? Until your 18, hand work only. Things might change significantly once you're both totally "free" to have intercourse. NOTE that it is NOT a recommendation to start having intercourse. It's more like redrawing the boundaries to place that works for both of you.
